Paypal Commerce Platform - Onboarding

HI,

I have some issues with API REST of Paypal Commerce Platform.
I am testing the Partner Referrals API like this: https://developer.paypal.com/docs/commerce-platform/onboarding/upfront/

but when I try to call the https://api.sandbox.paypal.com/v2/customer/partner-referrals endpoint it gives me 403 error with message : "'Authorization failed due to insufficient permissions."
I am trying form a business account based in Italy with sandbox environment.
Is there a form that I have to complete before to have the permission for this kind of API's? I found only this: https://www.paypal.com/us/webapps/mpp/partner-program/contact-us for US accounts.

Yes, in order to have access to this product, you'll need to go through that form process. Once approved, access to make these calls will be given and you can begin testing!
