Payouts API permission denied

Hi, I started the integration with payouts API because we are sending over 300 payments manually and it's taking us a lot of time. We spent some time doing the integration and then requested the Live permission. However it was denied because apparently we don't meet the minimum amount of transactions to access this feature.

 

I believe this totally unfair because there's no warning or disclaimer preventing developers for this minimum, so companies like mine loss their time integrating this API without success. Also, even now I know there's a minimum I didn't get a clear response from PayPal on which is that limit? 3,000 payouts? 30,000? How would I know when to request the permission again?

 

I'm very disappointed with PayPal and willing to move to another solution.
