Hi,
I'm the CTO of a French company providing an app to users and, with our users email, we need to send them money through PayPal. It seems like the Payout API could work for this use case, unfortunately we can't get it working in production because it seems we need a special authorization from PayPal.
The error we got is

By calling the support number in France they were kind of elusive on this question, telling us that this use case is really special and they were not sure if we could do that with PayPal.
Can anybody help on this topic ? The development of a new feature is locked because of this problem.
