Dear Paypal,
I am a developer and would need help with the issue below:

In many e-commerce apps we pay to the app owner by purchasing some products from app.

But we have developed an app that is Chat based and users are paid for sending messages. Let's say I sent 1000s messages and earned $10. User have to withdraw this amount from our paypal which is the admin account which involved payment from the app owner into user account email automatically when this has been initiated. We want to know if we can transfer or withdraw money from admin PayPal to the user entered email PayPal account in this scenario.
If there is manual or api for this scenario, please provide it to us. Thank you.
