Payment experience problems with web profile

Hi,
I have 2 problems.
1. I wrote some code on sandbox using payment experience, where i configured the landing_page_type to be "billing". I want my customers to go to the billing page directly instead of Paypal's login screen. It worked well in sandbox, but when I changed to Live credentials, it stopped working.
2. I have set the country_code and state while calling Paypal to create checkout API, but the country seems to keep reverting to the default "US" about 70% of the time. I know the data is being sent over because when I change the country manually during checkout to the country I sent over, the state is set correctly.
