Payment buttons on behalf - possibility

Hello,
I'm very new with PayPal so I'm not sure what I want is possible. Please guide me in the right direction.
Here is my scenario:
- User A goes to my site, fills the form (his PayPal account, maybe some other params).
- My site generates the PayPal payment button for this user and show it on our page.
- User B goes to this page, clicks the button and sends money to user A via the standart PayPal procedure.
So far I can see only how to get a button code for my own account but not for the given one.
And I see that I will have to store my app id somewhere in the site code, which I'm not sure is secure.
I would appreciate any help a lot!
