PayPal account is not optional when using REST API for orders

Our education website for emerging markets uses the REST API to create orders with checkout links. This is great, and works a charm. However, it seems that our configuration setting of "PayPal account optional = ON" is not honoured on the PayPal checkout page. There could be many reasons I presume, for example a conflict between the application_context of the /checkout/orders call and the settings in the "Website payment preferences". Please help us find the reason and/or correct settings and call parameters to ensure that "guest checkout" is possible.... Thank you!
