PayPal Sync API - paypal_account_id is not unique to a user

I have been using the Sync API to gather transactions dating back to Jan 2018. We have noticed that 2 completely different customer Paypal accounts can have the same 'paypal_account_id' in the response.
The fields can be seen as 'account_id' under 'payer_info' (here)
and under 'paypal_account_id' under 'transaction_info' (here)
Why might this be happening?
