PayPal Subscription Product Variable Amount Billing

There's a new limited release subscription that uses different API than Recurring Plan and Recurring Agreement. In this you first have to create a Product then with that product you have to create a Plan, and after that create a subscription with that Plan. It also has the feature to charge the user variable amount for the subscription. Meaning, automatic charge will be based on the quantity of service the user has used in the subscription period. You can set the quantity before creating the subscription. But I am not sure how the user uses that service or how to keep track how much of the quantify is used by the user or how much is left. How to handle this? If anyone can explain the total flow of the variable amount billing it would be great.
