PayPal Purchase Protection External Implementation and Application Fee

I understand that when a seller (with a PayPal account) sends an item to a buyer (with a PayPal account), the buyer and the seller are covered by Seller Protection and Buyer Protection.
I'm building a peer-to-peer marketplace application, similar to Mercari and Listia. Using the Shippo API, I want to create a label and send it to the seller after it has been paid for by the buyer. I also want to charge a 3 USD Application Fee similar to how you can with Stripe.
Is there anyway PayPal Purchaser Protection can be utilized by the buyer in my case? That is, I understand that the buyer and seller would both need PayPal accounts, so is it possible for me to act as a facilitator somewhere in the middle and just create the label and charge the extra fee?
