PayPal Payouts Failed transaction with status: TRANSACTION_DECLINED_BY_TRAVEL_RULE

Hello,
I'm using PayPal Payouts with my client sandbox accounts and for large amounts, like $2000 I get as response from the API like:
status: TRANSACTION_DECLINED_BY_TRAVEL_RULE
message: This transaction has been declined as it hasn't complied with the Travel Rule Regulation.
The accounts and business are confirmed and verified and don't see any limitations on the business account, do we need to do something else to have removed these limitations from sandbox?

We're seeing the same thing in our testing. A payout for $100 works fine, but once we start sending larger amounts, we get the TRANSACTION_DECLINED_BY_TRAVEL_RULE error.

I asked support from Paypal and they said that this behaviour is intended, and for sandbox calls you need to keep low amounts, but in production mode it will work as expected, so basically there is no solution. 😄
