Hi,
We as a vendor of the platform for cloud services provide PayPal plugins (for PayPal Checkout, PayPal Standard and PayPal Pro Hosted APIs) with our platform to service providers around the globe, including Europe.
I am trying to understand whether or not we should change our plugins to be SCA (Strong Customer Authentication)-complained. On PayPal web site (https://www.paypal.com/uk/webapps/mpp/3dsecure-faqs ) I've found the following Q&A:
Q: Do I need to do anything?
A: No, you don’t. If you get any question from your shopper that they have difficulty to pay because they can’t remember the passcode/password for their card, please refer them to their card issuing bank to re-set it, otherwise ask them to contact PayPal and we will take care of the process. You don’t have to do anything. The 3D-Secure process is just one of many security checks we have in place to protect you and your customers.
Is the above answer true for all PayPal APIs? I am confused because I haven’t found any information about SCA/3DS in PayPal Checkout or PayPal Standard documentation. I’ve found this only for PayPal Pro:
https://www.paypal.com/uk/brc/article/psd2-payment-requirements-make-sure-you-are-ready
https://www.paypal.com/uk/webapps/mpp/psd2
https://developer.paypal.com/docs/classic/payflow/buyer-authentication/#
Thank you in advance!
Best regards

Hi @Irina_IMC,
I've confirmed that no work should be needed from the Merchant/Partner side for both PayPal Standard & Checkout and both are compliant.

Hi @Irina_IMC,
For PRO Hosted solutions PayPal will be taking care of the 3DS for the merchant so we do not expect any action. But for PRO API, the vendor would have to make changes as outlined here.
Please let me know if you have any additional questions/concerns.
Thanks,
Christina

Hi @not_here
Thank you! I am also interested in PayPal Checkout (https://developer.paypal.com/docs/checkout/) and PayPal Standard (https://developer.paypal.com/docs/integration/web/). Is it possible to implement 3DS verification if we are integrated via these APIs?

Hello @not_here
Could you please confirm that PayPal covers PSD2 in PayPal Payflow Gateway Express Checkout (https://developer.paypal.com/docs/classic/payflow/express-checkout/#) as well?

Apologies @aivus for my delayed response. I've confirmed that with that product no integration updates are necessary. PayPal takes care of the 3-DS security.
Thanks,
Christina
