PAYOUT_NOT_AVAILABLE

Hi , 

I am trying to create a payout in Euro currency using payout api in php.

But it's give me error :

            [name] => PAYOUT_NOT_AVAILABLE
            [message] => You live in a country that is not allowed to send this payout.

            [information_link] => https://developer.paypal.com/docs/api/payments.payouts-batch/#errors

            )

How i resolve this please help me I am trying to create it from India.
