Orders V2 API - tax on shipping

Hi,
I'm unable to find a means of defining the tax due on my shipping charge when trying to create my purchase_unit_request for a new order.
The docs don't seem to make mention of it.
The amount->breakdown->tax_total includes all UK VAT - for all items and shipping. However, the API validates that the total tax defined for each item should be equal to that amount - there's no accounting for the VAT due on the shipping fee.
I know when you manually create an invoice in Paypal on the web that you can select VAT on shipping. Does the API not support it or have I missed something?
