Not recieving PAYMENT.SALE.COMPLETED webhook after creating a subscription

Hello

I have created a payment webhook (PAYMENT.SALE.COMPLETED) . When I create a billing plan and execute it, I am not recieving a PAYMENT.SALE.COMPLETED webhook. Is a subscription not supposed to create a webhook for the first payment?
