I am trying to get API credentials for an online store. I found this page https://www.paypal.com/merchant/tools and tried to request API credentials, but it goes back to my profile page and now there's a notification saying there's a problem with my account. If I click "Resolve Account Issue", nothing happens, just back to my home page again. Do I need to be a business account to access the API credentials? When I try to upgrade to a business account, it needs company info and I am not incorporated anywhere, so I cannot fill in the information.
