Is it possible to make a Payment between two Personal accounts

Can I be the broker between a personal payments from one personal account to another where I can specify the payee and the payer needs to authenticate her-/himself?

Unfortunately, I don't believe there is any way to be a broker/go-between for two other accounts as a regular personal account.
There is an enterprise level product that accomplishes this for Partners who have marketplace type sites, but it isn't available for personal accounts.
