Instrument Declined - REST API - Live

We keep on getting the following error message when trying to use credit card payments:

[message] => The instrument presented was either declined by the processor or bank, or it can't be used for this payment.

We have tried different PayPal accounts without success. Any suggestions?

but sandbox mode works perfectly
