Identity API: Create Merchant Application not working - 404 Not Found

Hi there,

I want to create a merchant application via identity api, but it responses with 404:

https://api.sandbox.paypal.com/v1/identity/applications

the following 

https://api.sandbox.paypal.com/v1/oauth2/token

https://api.sandbox.paypal.com/v1/identity/oauth2/userinfo?schema=paypalv1.1

are working very fine and returning responses.

But this Identity API saying - 404 Not Found

Is this endpoint down for sandbox and live?

https://api.sandbox.paypal.com/v1/identity/applications

Please reply if there are any other API's or solutions to forward the process
