INSTRUMENT_DECLINED, NO_VALID_FUNDING_INSTRUMENT on live while payments work on sandbox

Hello! I'm able to make payments on sandbox, but I'm getting 400 http status with NO_VALID_FUNDING_INSTRUMENT cause on live. I've pasted some transaction debug IDs below for review.
