How do you cancel a subscription that hasn't been approved by the user?

When I try to send a request to /v1/billing/subscriptions/{id}/cancel, it comes back as "resource unavailable", and /v1/billing/subscriptions/{id} continues to show "approval_pending".

 

We have multiple subscription plans, but we want the user to only be able to sign up for one.  If starts a transaction, we want to compel them to either finish the transaction or cancel it.  So how can we cancel the incomplete subscription order before allowing them to start a new one?
