That's sort of an old product now. What country are you located in? Are you trying to setup direct credit card processing?

i want to know which method paypal accept credit cards for Australia, it should not have monthly fees

I would recommend using PayPal Checkout with Smart Buttons.  It has Guest Checkout (for direct credit cards without a PayPal account) tied in very nicely now, and there is no monthly fee.  You only pay transaction fees when you receive payments, of course.

If you happen to be working with WooCommerce, my PayPal for WooCommerce plugin would work well for you.  If you're using some other platform there are probably plugins available for it.  If you're building custom, all the info you need is available in the PayPal Checkout docs.
