Express Checkout with foreign currency results in an error

Greetings community!
I'm trying to setup an Express Checkout integration on a website using REST API (JS button). Eveything works flawlessly on sandbox, but when I switch to production the button stops working. Whenever I click on the "Pay Now" button and submit my credentials, I get an error message:
"We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method" (The error message is actually in portuguese but this one is the equivalent.)
Anyway, both the buyer and the seller accounts are registered in Brazil and the currency is set to USD. I tried several other currencies but it only proceeds to the payment options if I set it to BRL.
Am I missing something here? I can't remember any other configuration I need to do besides adding foreign currency support to both accounts.
Maybe this scenario is not supported anymore?
