Error processing payment in Sandbox Mode

"We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method."

 

While using 'USD' as accepted currency I got the above error but everything works fine when I set the currency to 'INR' in my API call. 

 

My testing account for the buyer is able to pay in USD currency and my test account for business is able to accept USD as well.

 

So what's the problem? I am facing this issue from the past 5 days and I have tried many solutions but no luck.
