We have been trying to enable Paypal Payouts for days. We phoned the support line but they keep disconnecting us, stating that nobody is available at this time and that we should message the Help Desk. When we message the help desk, asking to 'enable' Paypal Payouts, they direct us to this link: https://developer.paypal.com/docs/payouts/integrate/prerequisites/
The link simply states the prerequisites, all of which we have already completed. There is no application process to complete. When you click 'request access to paypal payouts' it just redirects to the Contact page https://www.paypal.com/ca/smarthelp/contact-us
We are back to square one messaging the Help Desk again!
How do we enable Paypal Payouts?? It's imperative that we have it enabled for our site. There is seemingly ZERO customer service from Paypal.
