Enabling Payouts API on Live environment

We need to enable the Payouts API for our business.

We checked the API Doc and learned we need to contact PayPal for enabling the permission.

Then we made two phone calls to the Customer Service and be told we should ask the TechSupport Department for API integration issue.

And then we created a case on the TechSupport site, they replied to us that we should contact the Customer Service to apply the permission of Payouts API.

Well. What shall we do next?

Having the exact same issue. Having a nightmare in the Message Center being passed around 10+ agents all pointing me in different directions.

Did you manage to get the Payouts API enabled? And if so, how?
