Collecting taxes from sellers using the Commerce Platform

As I understand it, if my business provides a marketplace online, I am responsible for collecting sales tax from purchases between buyers and sellers. I have seen a “Tax Collected by Ebay” portion of a purchase breakdown and I’d like to know how to do that for my business.
What is the easiest way to collect taxes using the orders API or any other API? Currently, when I submit the sales tax amount of an order, that sales tax amount goes to the seller who is not responsible for reporting that amount to the IRS. I’d like that amount to go into my business account instead. Do I need to register with PayPal to become a business partner before they’ll allow me to do this?
