Can the Payouts API be configured so fees are paid by the recipient?

I'm using this API to make payments to multiple recipients:
/v1/payments/payouts
I'd like the paypal transaction fee to be distributed equally to each recipient, is that possible? By default, it seems the fee is paid by the sender.
Related, I'm having trouble finding information about how the fee is determined. Is it a percentage of each item in the batch, or something else? Is there a formula I can use to know the fee ahead of time?
