Can't initiage payouts, getting "The remote server returned an error: (403) Forbidden.".

Hi,
Im trying to make a payout via API and I'm always getting:
"The remote server returned an error: (403) Forbidden."

1. My credentials are ok (and I can also perform payments and other operations)

2. payouts are enabled on my account

3. I'm using sandbox


All I can find on google is that maybe I have to use a US account for payouts (my account location is Israel), does that makes sense?Any other idea?
