Call to Create Draft Invoice does not return the response the documentation says it is supposed to.
https://developer.paypal.com/docs/invoicing/basic-integration/#2-create-draft-invoice
... says that the returned response should be a JSON body that contains the invoice details.
The ONLY data I get is

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
