Trying to set a new website up, have already set up an API cert inthe past but cant access it to view or manage the details and going round in circles through the links.
Can anyone enlighten me on what to do?

API cert config is outdated at this point. Which API are you attempting to setup?
If you're working with REST you need to create an app from within https://developer.paypal.com. It will give you Client ID and Client Secret which would be passed into the API requests for authentication.
If you're working with Classic APIs you can use Signature instead of Certificate, and this URL (https://www.paypal.com/us/cgi-bin/webscr?cmd=_login-api-run) would take you where you need to go for that.
