API billing agreement with variable charge

Hi all...I want to accept recurring payments according to how many sub-users the payer wants to have. For example, the payer selects 1 sub-user, the cost would be 9.99, 2 sub-users, the cost would be 14.99, 3 users, the cost would be 19.99.
Can this be done without an Billing Plan for each increment?? I am not seeing how this would be done.
