API billing agreement - Define payment amount at agreement creation

I want to accept recurring payments according to how many sub-users the payer wants to have. For example, the payer selects 1 sub-user, the cost would be 9.99, 2 sub-users, the cost would be 14.99, 3 users, the cost would be 19.99. I can't set this at Billing Plan creation because I have no idea how many people may want to use. I want to be able to set up an agreement on the fly and set the charge at that time.
Can this be done without an Billing Plan for each increment?? I am not seeing how this would be done.
