10548: Invalid Configuration on Magento???

I am trying to accept debit and credit cards on my magento site and keep getting a config error.

The only help I could find was https://www.paypal-knowledge.com/infocenter/index?page=content&id=FAQ1147&actp=LIST

I have checked my account and everything seems to be set up fine

Are you sure the account you're working with is a business account with Payments Pro active on it?

Where can I check Payments Pro is active?
