Do you happen to have another pending charge on your PayPal account/card which puts a temporary hold on funds and so your PayPal account/card perceives this as a negative balance and is declining? Once a temporary hold on funds is removed or has expired, the card should work. So depending on the amount on hold, sometimes the card works for certain amounts and not for others.
Also if paying at the pump, there is a authorization hold of $75 (some can be $1, $75, or even $100, depending on the station) unless you pay inside and give a set amount to the cashier. So, if you don't have at least $75 to $100 for the authorization hold on your card, its best to go inside to pay.
