hi if someone underage bought a paypal prepaid mastercard and cant activate it because there underage but had parent permission is there a way to still use the money ?
If someone who is underage purchases and loads a prepaid card, they can use the card for spending purposes. However, they wouldn't be able to attach and register the card to a PayPal account. You must be 18 years or older to use PayPal, no exceptions. Parent permission is not sufficient.
