paypal cash card or paypal debit card

hello,  i was wondering which country account get get paypal cash card,  of i live Europe country can i withdraw dollar?

because i m selling dollar on ebay,  when i withdraw money to my bank account , my bank exchange from dollar to euro,  than euro to dollar,  so I loose a lot of money

Unfortunately, the PayPal branded cards you referenced are not available in Bulgaria. These cards are offered in very few countries.

You do have the option of withdrawing to a local bank account (local bank withdrawals are for PayPal Business accounts only) or a Visa card.
