For Indian customers, PayPal has different cashback offers in place at the moment. Firstly, I would recommend checking your eligibility for the specific offer both on Paypals website and on the merchant's website. Generally, the offer is valid only for first-time users’ first transaction on PayPal and can be availed once per PayPal user. Please note that if you have already used PayPal in the past, even with a different account, you would not be eligible for the offer. Also, the cashback voucher will be in the form a discount for your next purchase and no credit will be issued to your balance.
If the offer is specific for one merchant, though, Terms and Conditions may be different! I would recommend reaching out to them directly too. Here is the cashback offer webpage on Paypals website where you can find more information.

I have purchased a product from mamaeart site..this product payment is paypal transaction..i have first transaction through paypal..there offer is 100 percent cashback from first transaction through paypal account..my product is delivered ..but my cashback is not found

: i got a mail like your purchase is not eligible for cashback but it's my first ever transaction through PayPal. I even opened Paypal account yesterday after hearing about this offer, I read all the terms and conditions and there is no problem with my account then what's the problem?? please don't say due to internal risk policy because i contacted customer care they said the same. I just want to know why???
You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
