pay in 4 issues

Has anyone else noticed that pay in 4 actually results in a 5th payment???  

has anyone been charged both the full price of an item then have paypal split it in 4 payments?

and it's not a user error issue because if I had actually ordered two items 2 would have been delivered.

Their contact us / message us is garbage and make it impossible to actually communicate with them
