I had the same problem today, I inserted my Paypal debit card at my local CapitalOne bank and asked me for my pin (entered) pin then shows me the
withdraw and deposit screen so I clicked on withdraw then it asked me how much so I entered the amount then it showed the surcharge fee if I agreed so I hit yes then it asked me for my pin again so (entered) pin and then it said it fail due to wrong pin. Tried it 3 times with the same results so I left there and went to another bank that was on the list from Paypal ATM locator and the same exact problem happen at that ATM. Wasn't able to get any money withdrawn
Any clue on why this happened at 2 different ATM company locations?
