In general, due to Country regulations, you cannot receive money through your PayPal account in Tanzania. Regarding you rother questions, you will need a minimum balance on your card in order to be able to link it to your PayPal account to make payments. If you don't have a balance, our system may not accept the card. Also, a card could be rejected if inactive, if your account has been limited or for security reasons. In the first case, please reach out to your card issuer. If your account has been limited, simply complete the steps in your Resolution Centre. If our system is preventing you from adding your card for security reasons, you can try clearing your cache and cookies, deleting your browser history and waiting for 48 hours without accessing your account to let the system reset. This may help you solve the issue!
