i live in california. california has a law (civil code 1749.5) which states any gift card less than $10 must be redeemed for cash at the request of the holder. i am having difficulties doing this. paypal says we dont have a policy for that. ebay says we dont have a policy for that. while that may be true i am sure they have a policy of following the laws of the state... the gift card says "not redeemable for cash except required by law" and it is required by law.
which department at ebay or paypal deals with this?
