cancelling a purchase (via pay in 4)

how do I contact pay in 4 as the seller to cancel a transaction, resolution center will not let me use that to resolve the issue.  ultimate seller cannot find the transaction to be able to refund me.

This is super frustrating as it's been going on since before Christmas! I canceled my Target purchase which I used Payin4 for, and I'm still receiving messages from PayPal to make the payments on the canceled order. I called PayPal, they said to call Target. Target said the order had been canceled on their end and that anything further should be dealt with through PayPal. Can anyone help or make recommendations on how to fix this?! PayPal is not accepting calls at this time and the message center is useless, as there isn't a topic to select that pertains to Payin4 (Which I will never use again! What a headache!!). Thank you in advance for anyone who has some direction.
