What’s the point of PayPal Key Virtual Card Number in App?

I don’t understand how the PayPal virtual card number generated in app adds protection. Your PayPal Key in the app is hooked up to a payment source. The virtual card number is static and doesn’t change after each use. If someone steals your virtual card number they have access to your payment source and can charge away, right?
Am I missing something?
