We can't update your account - We still can't update your account

I am trying to activate my new PayPal cash mastercard.  When I try to activate it, i get the errors "We can't update your account," and when I hit "Try Again" I get the error "We still can't update your account" with the prompt "We're continuing to experience a system error that's preventing us from updating your account at this time."  Any help would be appreciated.

Additional Information: I requested the card on Jan. 3rd, and attempted for the first time to activate the new card on Jan. 16th. I am 100% entering the right expiration date as well.
