Using the pay pal cash card

Does there have to be an actual balance showing in my pay pal account to use the debit card if my account is linked to my bank?

The PayPal Cash Card is a debit card link to your PayPal Cash Plus balance. You will need to have a positive PayPal balance in order to use the PayPal Cash Card.
