I created a completely new account for PayPal (had not used PayPal before) as I saw an offer on a website 'unidays' which stated I would be given a £10 voucher to spend. It has been over 24 hours and I have not yet received anything. Any Idea why? Has anyone else had this problem?

Yep, I received it yesterday evening; A little later than the 48-hour mark stated by them.

Did you have to use PayPal at all before you got it or did you just set up a new account and wait?

I just set up the account and waited.

Do you need to have money on your PayPal to buy something cause if I buy something with my PayPal will It take it out of the free 10£or my PayPal balance
