Unable to use paypal.me

I noticed that my paypal.me link does not work anymore and that I am unable to create a new one. Is there any particular reason why?

The option to receive paypal payments is not available in your country, you can only send payments for purchases.

So a paypal.me account would be a bit pointless really.
