UPS label cost more than my Paypal receipt says it would cost

I used Paypal to create a shipping label with UPS. The end result was a cost of $35.00, less a discount of $5.50, to net a charge of $29.50.
However, my Paypal account shows the charge to be $35.00 with no discount.
I tried to 'dispute' with Paypal, but their system says UPS transactions can't be disputed.
How do I challenge Paypal so that others don't have the same experience? The $5.50 won't break me, but without the discount I would have used the Post Office, which is far more convenient to me.

Exact same thing happened to me today.
The Total said $18.40 after a $5.83 discount. I clicked the "Confirm & agree to pay the total $18.40" and was charged the entire $24.23.
Just like your case this specific shipment costing extra ($5.83 ) is not a huge problem. Thankfully i wasn't shipping heaver auto parts costing several hundred dollars.
As always the little guy/ small business gets the shaft while mega corps like PayPal laughs in our faces.
