Speed up delay for gift?

I rarely do PayPal transfers over $100, but last night I sent a few hundred as a gift to a friend, because he needs it, like, yesterday. But it seems it's hitting a delay on actually reaching him.

Is there anything I can do from my end (or we can do together) to speed the process up? If it helps, I used a combination of PayPal wallet and the rest straight from my bank, which has processed fine on my end.

Does the status of payment say, "Complete" and "Money Sent"? Anything about "Under Review" or anything? Or is payment marked as on hold on the recipient's end?

If there is a review, it takes PayPal up to 72 hours to complete review and send it on.

If it says "Payment Sent" then you sent a goods and service payment and recipient has to do this to get funds released sooner:

(may not be available for some countries):

 1. Click Activity at the top of the page.

 2. Find and click the payment transaction.

 3. Click Add Tracking Info.

 4. Select an order status: Order Processed.

Then ask you to do these steps to confirm receipt (may not be available for some countries):

 1. Click Activity at the top of the page.

 2. Find and click the payment transaction.

 3. Click Confirm Receipt.

 4. Click Yes to confirm.

PayPal does not ask you to buy gift cards in order to receive your payment! The scam is to trick you out of a gift card. If you do not a record of payment, then you have not been paid.
